LANDER POLICE DEPARTMENT ARREST REPORT — 2011

The following reports are provided by the Lander Police Department. All those arrested are presumed innocent until proven guilty in a court of law.

DECEMBER

Dec. 29 Arrest Report

Lander Officers were dispatched to 32 calls over the weekend. Of the 32 calls two involved the use of alcohol and two arrests were made. Natalie James was arrested Christmas eve in the 200 blk of North 5th for DUI. Officer Leafgreen initiated a traffic stop on the vehicle around 2:30 am for no brake lights. In speaking with James, Officer Leafgreen could detect a strong  odor of an alcoholic beverage emitting from her breath. After failing field sobriety tests Natalie James was arrested for DUI and transported to Fremont County Detention Center.  James Blood Alcohol Concentration was a .14%.

On Christmas eve approximately 1:30 am Gabriel Salvador, from Acomita New Mexico was arrested for Public Intoxication in the 800 blk of Main St by Officer Trehearne and Sgt Wells. Salvador was transported to Fremont County Dentition Center and booked in. At the detention center Salvadors blood alcohol showed a .275 %.   

Would like to thank Riverton Police Captain Erick Murphy and Wal-Mart for once again putting on the “Shop with a Cop”. Over sixty families attended the event this year held at Riverton Wal-Mart. This has become a annual event for families  in the County. The Lander Police Department had five Officers attend the event. This is not only rewarding for the families but for the Officers as they experience the joy on the children’s faces.

The Lander Police Department was dispatched to 77 calls for service over the week.  Of the 77 calls 5 involved the use of alcohol and 2 arrests were made. 

The Lander Police Department completed compliance checks of local business which serve alcohol in the community.  Off the 15 businesses checked 4 sold alcohol to a minor.  Citations were issued to Pizza Hut, Maverick gas station, Mr. D’s and Safeway for the violation. 

The Lander Police Department is asking for information of a stolen black briefcase from the Safeway parking lot Thursday afternoon.  The briefcase contains a stenograph machine.  At this time there is a $1000.00 reward for information leading to the recovery of the equipment. 

24 year old Jason Beebe was arrested Friday night for public intoxication, disorderly conduct and assault and battery after he got into a physical confrontation with an ex-girlfrien 

45 year old Ronald Bowstring was arrested Wednesday night for active warrants and interfering with Police after a confrontation with the Lander police.  Officer Ryder conducted a traffic stop on a vehicle for traffic violations.  Upon contacting Ronald, a passenger in the vehicle, he became uncooperative.  Ronald then lied to Police about his identity.  Through an investigation it was learned that Ronald had active warrants for his arrest.  When Ronald was requested to step from the vehicle, he refused and a scuffle between Ronald and Police took place, the subject was taserd to gain compliance and transported to Fremont County Jail.

NOVEMBER

The Lander Police Department was dispatched to 91 calls for the week.  Out of the 91 calls for service 4 resulted in an arrest and 7 were alcohol related calls. 

            65 year old Marilyn Gray of Lander and 21 year old Jarrod Guina of Fort Washakie were both arrested for outstanding warrants on separate incidents. 

            36 Year old Michael Chingman of Fort Washakie was arrested Saturday night for domestic abuse, when officers were dispatched to the Forge bar.  It was reported that Michaels girlfriend asked Michael if they could leave, which upset Michael resulting in him punching the girlfriend in the face and taking her cell phone.  Officers located Michael and arrested him for the assau 

            34 year old Linda Goggles was arrested for multiple violations after she was stopped for an equipment violation.   When the Officer made contact with Linda he was able to smell alcohol coming from the vehicle.  Linda failed field sobriety testing and was arrested with a blood alcohol concentration of .206.  Linda was also charged with driving under suspension and driving without liability insurance. 

            The Lander Police Department would like to inform citizens in the community that door to door solicitation cannot be stopped by the City under the Green River Ordinance.  The Lander Police Department has received a number of complaints from citizens about Kirby vacuum salesman going door to door.  Law enforcement cannot stop the solicitation, unless the salesmen refuse to leave the property at the request of the homeowner.

             The Lander Police Department has also received a number of complaints about fraud attempts.  If you are contacted by anyone requesting money for any reason especially if they inform you they need money to give you the lump sum, or to get a relative out of jail in Mexico, these are scams and you should not respond.  Also there is a Publishers Clearing house scam going on.  As the holiday season gets closer we expect to see more scams such as these, so please be careful. Lander Officers were dispatched to 76 calls for service over the week.  Of the 76 calls for service 7 involved the use of alcohol and 7 arrests were made. 

28 year old Billy Williams of Rock Springs was arrested Friday Night after he was reported by an off duty Lander Police Officer as an intoxicated driver.  Williams was located in the area of 7th and Main Street driving without headlights on after the initial call from the off duty Officer.  Upon the Officer stopping Williams it was confirmed he was intoxicated through field sobriety.  Testing showed Williams to have a blood alcohol concentration of 2 ½ times the legal driving limit.  

21 year old Fort Washakie resident Shaylynn Durgin was arrested Sunday Morning after she was observed weaving inside her lane of travel.  Blood alcohol testing showed Durgin to have a blood alcohol concentration of .124.

Local law enforcement arrested Layton UT resident Daniel Rivera for outstanding warrants for homicide and aggravated assault.  Layton was one of Utah’s most wanted and attempted to find refuge in the small community of Lander.  There has been a pattern of more and more criminals attempting to avoid law enforcement by concealing themselves in smaller communities.  We ask all citizens to be more vigilant and contact law enforcement when they notice abnormal behavior in the area.

 The Lander Police Department responded to 28 calls for service over the weekend.  Of the 28 calls for service 5 involved the use of alcohol and 4 arrests were made.  The four arrests included two driving under the influence of alcohol, and two arrests for outstanding warrants. 

18 year old Aaron Bigknife of Ft Washakie was stopped for driving through a red light on Friday night.  Officer Leafgreen of Lander PD contacted Aaron over the red light violation.  While speaking with Aaron Officer Leafgreen was able to smell a strong odor of alcohol coming from Aaron.  Aaron failed field sobriety testing and was arrested for a third DUI offence. 

29 year old Lander residence Garth Dailey was stopped Saturday night for driving without headlights on.  After Officer Ryder contacted Garth he was able to detect the odor of alcohol on Garth.  Garth was arrested for DUI after testing showed a blood alcohol concentration of .127. 

A 16 year old Lander male was charged with minor under the influence (MIP) after the vehicle he was traveling in was stopped Saturday night.  The male was found to have been consuming alcohol and in possession of a case and a half of beer.  The boy’s parents were contacted to pick him up from the scene.  

The DEA along with the Lander Police department are sponsoring a National Drug Take Back on October 29, 2011 at the Pamida Parking lot from 10:00 am to 2:00 pm.  Anyone with unwanted or unused prescription drugs are encouraged to bring in the drugs for safe disposal.

Lander Officers responded to 50 calls for service over the holiday weekend.  Of the 50 calls for service 12 involved the use of alcohol and 8 arrests were made.  Of the 8 arrests 2 were for outstanding warrants and 2 DUI arrests were made. 

38 year old Odessa Eagle of Ft. Washakie was stopped Friday night after she was observed driving very slow and weaving within her lane of travel.  Odessa failed field sobriety testing and was transported to the Fremont County Jail.  Odessa showed a blood alcohol concentration of .2 with state certified testing.

31 year old Lander resident Dawn Grant  was arrested Saturday Morning for DUI after she was stopped for an equipment violation.  When questioned by the Officer about the odor of alcohol coming from the vehicle, Dawn stated she was just driving her drunken friend home.  Dawn did not turn out be the best choice for a designated driver with a blood alcohol concentration of .124 .

On Monday Morning Officers were dispatched to a family fight in the area of Cottonwood.  Upon officer Weathers’ arrival he located the suspects still arguing.  Officer Weather was able to detain the male, 19 year old Kyle Duran.  While speaking with the female involved Kyle attempted to flee the area on foot.  Officer Weathers pursued Kyle and eventually apprehended him.  Once apprehended Kyle continued to fight with Officers and was tased.  Once Kyle was placed in the back of a patrol car, he became aggressive once again kicking the rear window out of the patrol car. Kyle has been charged with multiple counts including  interference, resisting arrest, and property destruction.

The Lander Police Department responded to 52 calls for service over the weekend.  Of the 52 calls for service 7 calls involved the use of alcohol, and 7 arrests were made. 

26 year old Michael Truax of Lander was stopped for a traffic violation of Friday Night.  While speaking with Michael the officer could immediately smell an odor of alcohol coming from Michael.  Field sobriety tests were given and after Michael failed the testing he was taken into custody for DUI with a blood alcohol concentration of .172 .  During a search of Michaels vehicle, a marijuana pipe was located.  Michael has been charged with DUI, open container and possession of marijuana. 

Saturday afternoon officer responded to two separate incidents of a male acting strangely.  Officers located the suspect male and identified him as 36 year old Jeremy Wilson of Tacoma Washington.  Officers observed Jeremy to be intoxicated, and during questioning Jeremy told officers he was Iranian, and is an assassin for Al-Qaida. He then began to begin to threaten officers on scene saying he was going to shoot them.  As officers were taking Jeremy into custody, he turned an spit in one officer’s face.  Jeremy has been charged with public intoxication and battery. 

31 year old Leticia Barrett and 35 year old Jennie Hachtel were both arrested for DUI after the two got into a physical confrontation Saturday night.  Prior to law enforcement arriving on scene the two attempted to leave the area.  Officers located Jennie attempting to drive away in her vehicle, while Leticia was located still on scene with her vehicle.  Other charges in the case are pending.

Lander Officers were busy over the weekend, with 56 calls for service.  Of the 56 calls 9 involved the use of alcohol and 10 arrests were made. 

53 year old Gregory Nicklas of Big Piney was stopped for speeding Friday afternoon at approximately 6:30 PM.  When the Officer ran a check for previous law enforcement involvement, it was learned that Nicklas was wanted out of Sweetwater County for unauthorized use of a credit card.  Nicklas is currently being held at the Fremont County Detention Center without bond. 

23 year old Joshua Willow of Ethete was arrested for DUI, and driving without a valid driver’s license Friday night.  Joshua attempted to enter the Loaf and Jug, to purchase alcohol.  Joshua was so intoxicated the clerk refused to sale him more alcohol.  An Off duty LPD Officer observed Joshua leave the store driving.  The Off Duty Officer called in the REDDI report, and Joshua was located at the Maverick still in his vehicle.  A 17 year old passenger in the vehicle was also arrested for outstanding warrants, MIP, and open container.  The 17 year old passenger had a blood alcohol concentration of .29. 

56 year old Michael Johnson of Lander was cited for Peace Disturbance after he continually yelled profanities at an Officer on a traffic stop.  A second Officer was requested to the area of the traffic stop to deal with Michael.  Upon the second Officer arriving in the area, he too became the focus of Michael’s insults and vulgar language.  Michael was informed continued disturbance of this nature would result in him being taken to jail.  Michael then stopped and was issued a citation for the disturbance. 

24 year old George Wallowingbull of Ethete was charged with shoplifting after he attempted to leave Mr.D’s with a 16 piece bucket of fried chicken.  When George was asked about the theft he stated he did not have enough money to pay for the chicken due to his sister purchasing alcohol. 

26 year old Brett White was stopped Sunday morning for an equipment violation.  When the Officer made contact with Brett, he was able to smell the odor of alcohol coming from him.  When the Officer asked Brett how much he had to drink, Brett began to count up to six beers,  Brett then added that he also shared 2 or 3 pitchers of beer, and had about 7 shots of CLC.  Blood alcohol testing showed Brett to be almost 4 times the legal limit to be operating a motor vehicle.  Brett was arrested and charged with DUI.

The Lander Police Department would like to thank the citizens of Lander for having a fun and safe holiday weekend. This weekend was a busy one for the officers with the Lander Police Department.  

Your Officers Responded to 141 calls for service from Friday July 1st through Tuesday July 5th 7:00 am. Six motorists were arrested and charged with DUI during that time, one of which was involved in a

Vehicle crash. Officers also arrested a high number of public intoxications, totaling 14 over the weekend.

The Lander Police Department received 38 calls for service over the weekend.  Of the 38 calls 8 involved the use of alcohol and 6 arrests were made.

29 year old Darrel Underwood of Lander was stopped for expired registration on Saturday morning.  While the Officer was speaking with Darrel he observed indications of impairment.  Field sobriety testing showed Darrel to be one and a half times the legal driving limit.  Darrel was arrested for DUI, a registration violation and driving without insurance. 

44 year old Ted Briggs of Lander was arrested for DUI and leaving the scene of a motor vehicle collision.   On Saturday night Ted backed into a wooden divider at the Lander Pit Stop.  Three Officers observed Ted back into the divider then attempt to leave the area.  Ted was stopped, and when Officers made contact with Ted it was obvious the reason for the collision was impairment.  After Ted failed field sobriety testing he was placed under arrest. 

44 year old Christopher Schnieder was arrested and charged with multiple offences after Officers were dispatched to his ex-wife’s residence.  On Sunday night at approximately 10:30 PM officers received a call about Christopher being at a residence in Lander causing a disturbance.  Upon Officers arriving they found Christopher to be parked over the sidewalk and in the grass of the house.  Christopher was highly intoxicated and refused all commands of the Officers on scene.  After struggling with Christopher Officers ended up being forced to taser him to gain compliance.  Officers were able to subdue Christopher and he was transported the Fremont County detention center, where he is facing charges of DUI, disobeying a lawful order, resisting arrest property destruction and other violations.

The Lander Police Department responded to 41 calls for service over the weekend.  Of the 41 calls for service 4 arrests were made.

The Lander Police Department has received a number of complaints of bicyclists riding bikes on the sidewalks of Main Street.  Under Lander City ordinance no bikes are to be ridden on the sidewalks of Main Street.  Due to the number of complaints Officers are contacting bicyclists in violation.    

On Friday night at approximately 11:30 pm Officers were dispatched to the area of Market Street for a stop sign and mailbox that had been hit by a motor vehicle.  Upon Officer Leafgreen arrival he was informed that the suspect was parked in the area.  Officer Leafgreen located 27 year old Billy Williams of Rock Springs passed out in his vehicle in front of a residence. Billy was asked to perform field sobriety maneuvers, to which he replied “I isn’t going to dance for you.”  After several more refusals Billy was placed under arrest for DUI.

On Sunday morning Officers were dispatched to the Holiday Inn for a female who stated she had locked herself in the bathroom because several males were in the room and were not supposed to be there.   Upon Officers arriving the occupants refused to open the door. After gaining entry Officers located 6 intoxicated minors in the room.  Three of the males, 20 year old Kenneth Crawford, 19 year old Tyvan Chee both of Riverton and Stephen Valdez of Ethete began to mock the Officer’s presence.  The three were informed to keep calm and be quiet during the investigation.  Further incidents lead to the three being arrested for disobeying lawful orders.  Two juvenile females one 17 year old and one 15 year old were also removed from the room, one of which was taken the ER for medical evaluations.

The Lander Police Department responded to 49 calls for service over the holiday weekend.  Of the 49 calls 6 involved the use of alcohol and 5 arrests were made.

The Lander Police Department would like to once again remind everyone that school is out for summer break, and to expect children to be in the streets as throughout the day and into the evenings. 

On Friday night Officers observed 34 year old Kelly Robbins of Salt Lake fall in the street while staggering on 3rd Street.  Kelly then got into a vehicle and was about to drive away when Officers made contact.  The Officer asked Kelly if he had been drinking.  Kelly replied in slurred words “A liter.”  The Officer in an attempt to clarify asked, a liter.  Kelly replied back in slurred words “No later.” With obvious impairment Kelly was asked out of the vehicle. Field sobriety testing showed Kelly to have a blood alcohol concentration of  .14%.

While on patrol Friday afternoon Officer Conilogue of the Lander Police Department observed a gas meter which appeared to have been hit by a vehicle.  Officer Conilogue observed damage to a fence, and the gas meter, along with several pieces of evidence from the suspect vehicle.   Conilogue searched the area and located a vehicle which matched the damage he was looking for.  Officer Conilogue contacted the owner of the vehicle 22 year old James Reynolds of Lander.  When questioned James denied being involved, but when questioned further admitted to being involved while he was taking a friend home.  James was charged with leaving the scene of a vehicle collision.

            The Lander Police Department responded to 43 calls for service over the weekend.  Of the 43 calls 5 involved the use of alcohol and 7 arrests were made.  

The Lander Police Department conducted alcohol compliance checks Friday night.  Of the 17 businesses checked, 3 sold alcohol to a 19 year old minor.  The employees at of the Ox Bow, El Sol and Safeway were charged with providing alcohol to a minor after failing the compliance check and selling the alcohol to the undercover minor.  

On Friday morning at approximately 2:00 am Officers were dispatched to the area of North Side Drive for a possible house party.  Upon the Officers arrival to the area they observed several people run into the trailer.  Officers following this clue contacted the people inside and found 7 minors under the influence of alcohol.  The seven kids were taken into custody, cited for MUI and released to their parents.  As indicated by advertising “those who host lose the most,” 33 year old Trinity Struna was cited for providing the alcohol to the minors.

30 year old Justin Kelson of Lander was stopped on Sunday morning at approximately 3:00 am for failure to maintain a lane of travel and running the stop sign at 8th and Lincoln.  Justin was found to be under the influence of alcohol with a blood alcohol concentration of .148.

While Officers were conducting field sobriety maneuvers on Kelson, a female passenger, Mackinzie Marshall, of Lander stepped out of the vehicle. She refused to return to the vehicle as ordered by Officers.  Mackinzie was highly intoxicated and stated to the Officers, “I won’t do anything you say, I’ll only listen to my boyfriend.”  Mackinzie was asked several more times to get in the vehicle, but refused each of the orders. Mackinzie’s failure to return to her car resulted in her being arrested for Disobeying a Lawful Order.  Officers were met with resistance upon attempting to place Mackinzie in handcuffs.  Once Mackinzie was placed in the patrol car she started growling, barking and trying to taunt Lander Police drug dog Kye.   Mackinzie went as far as to spit on Kye and K9 Officer Leafgreen, which resulted in a charge for battery.

Lander Police Press Release, May 2, 2011 — The Lander Police Department responded to 48 calls for service over the weekend.  Of the 48 calls 5 involved the use of alcohol and 11 arrests were made.

On Saturday morning FCSO dispatch received a call of a REDDI report (Report Every Drunk Driver Immediately).  The reporting party stated that a NAPA truck was all over the road and hitting mailboxes.  At the same time this call came in, dispatch received a second 911 call from an employee of NAPA stating the truck had been stolen.  The female suspect 20 year old Tessa Grant of Fort Washakie was arrested a short time later at the Shoshone Rose Casino.

On Saturday afternoon at approximately 4:10 p.m. Lander officers were dispatched to the 400 block of South First Street for the report of a physical fight in progress.  Upon arrival to the area officers were informed that the suspects had fled into a trailer.  Officers made contact with three males inside the trailer, who refused to cooperate with the investigation.  The three males, Daniel Manzanares of Riverton, Levi Manzanares of Lander, and Cole Posey of Arapahoe were arrested on obstruction and disobeying charges.  Posey was additionally arrested for outstanding warrants.

The Lander Police Department responded to 32 calls for service over the weekend.  Of the 32 calls 5 involved the use of alcohol and 6 arrests were made.

26-year-old Devin Anderson of Lander was arrested on Saturday morning for driving under the influence of alcohol.  Devin was stopped after he was observed driving down the wrong side of the road.  Devin had a blood alcohol concentration of .19 almost two and a half times the legal limit.

22-year-old Michael Becker was arrested for outstanding warrant out of Sublette County on Saturday afternoon.  Michael was contacted by law enforcement after he failed to stop for a stoplight at Fourth and Main Street while riding a bicycle.  Upon being contacted Michael began to argue with the Officer over the laws required by a bicyclist.  Michael was cited for the offence prior to be arrested for the warrants.

With spring fast approaching more bicyclists are on the streets.  Bicyclists need to know they are required to follow all of the laws required by a motorist.  These laws include riding on the right side of the road, stopping at stops signs and stoplights.  The best way to be safe on a bike is to be predictable.  If a bicyclist operates as a vehicle would other motorist can anticipate their actions.  

46-year-old Lyle Valdez of Ethete was stopped for weaving within his lane of travel Sunday morning.  Upon the officer contacting Lyle he observed him to have red bloodshot eyes, slurred speech, and have a strong odor of alcohol coming from him.  The Officer asked Lyle if he had been drinking, to which Lyle stated he had not.  The Officer not believing Lyle requested a breath test, which showed a positive indication of alcohol.  The Officer asked Lyle again if he had been drinking, and this time was informed by Lyle that he had had drank 17 or 18 beers.  As would be expected Lyle did not pass field sobriety testing and was taken arrested for DUI.  Chemical testing showed Lyle to have a blood alcohol concentration of .17.
