Bill proposes BIA tickets for non-tribal drivers

CASPER, Wyo. — Some Wyoming state lawmakers want to give the police of the Wind River Indian Reservation in Fremont County the power to ticket and arrest non-tribal drivers. The Legislature’s Select Committee on Tribal Relations is proposing a bill that would give officers of the Bureau of Indian Affairs that limited authority.

One of the committee members is Sen. Cale Case of Lander. He said the bill would prevent the reservation from being used by speeders as a safe haven.
As it stands now, he said reservation officers can detain non-tribal drivers but must bring in law enforcement from outside the reservation to ticket or arrest the offender. Those officers might be up to 70 miles away, according to the senator.
Fremont County Sheriff Skip Hornecker, however, has some concerns about the bill. He does not favor expanding federal authority and believes sobriety checkpoints for non-tribal drivers could be challenged.
