Federal court charges three from Wind River Reservation

RIVERTON, Wyo. — Charges were filed this week in US District Court in Cheyenne against three men from the Wind River Reservation, all from Fort Washakie. Allen Standing Elk, Darolin “Toby” Surrell and Russell James Ute were each charged with assault on a federal officer.

Standing Elk and Surrell were both charged with assault with a dangerous weapon.

Standing Elk is alleged to have assaulted a federal officer in connection with allegations he assaulted a Bureau of Indian Affairs/Wind River Police Department Corrections Officer while housed in jail.

Surrell is alleged to have used a dangerous weapon in assaulting a BIA/Wind River Police officer who responded to a call involving the defendant on the reservation.

Ute was charged with two counts of assault on a federal officer for his role in two separate incidents on the reservation that were 10 days apart, and involved multiple federal law enforcement officers.
