<p><strong>RIVERTON, Wyo. &#8212; </strong>Just when we think the low mountain snow pack and spring’s warm, dry weather has squelched the threat of flooding rivers, we learn the same conditions have dried up the water supply.</p>

<p>Riverton’s Public Works Director Bill Urbigkit says the forecast looks bleak. So he’s asking city officials tonight to call for an emergency water conservation plan. The meeting starts at 5 at City Hall.</p>
<p><em>Urbigkit says …..</em></p>
<p>If all stays the same, he projects a water supply cut of nearly 40 percent over the summer, so says we need to move into emergency phase yellow. That means the city would ask for volunteer water conservation. If the city moves into what he calls the brown level, mandatory restrictions would go into play and fire hydrants could only be used for fires, not construction projects.</p>
<p>He said the shortage in water is the worst he’s seen in years, and coming so early. He remembers a water restriction order in 2001, but that was in late July. The city should be OK, he said, as long as everyone works together to start conserving water now.</p>

<p>President Jo Anne McFarland of Central Wyoming College said &#8212; construction has begun on the new community-supported health and science center, so the east parking lot is closed for the summer. She also said cuts were made to the budget while remaining focused on retaining programs hat provide direct services to students.</p>
<p>Clerk Julie Freese said – candidate filing started today for the upcoming Aug. 6 primary. She explained the procedure and gave a detailed list of what seats are open.</p>
<p>Bob Pingetzer said – the public is welcome to participate in the Wyoming Angus Tour this weekend in the Riverton area. They’ll be leaving at 10:30 Friday morning from the Riverton Holiday Inn and stop at Wyoming Custom Meats in Hudson then visit the Gary Frank operation in Lander and Jim Buline’s place in Crowheart before coming back to Riverton for dinner. The tour is free and continues Saturday. For more information, call 851-4401.</p>

<p>Dillon Fabricus dropped by to talk &#8212; about a T-shirt sale he created to raise money for the local Tough Enough to Help Cancer Fund.</p>
<p>He was inspired, he said, to help raise money for local cancer families because of his friend Hayden Wempen who lost his mom, Michelle, to the disease five years ago. Their friend James Hampton who’s also helping raise funds came along, as did Michelle’s mom, Nancy.</p>
<p>During the show, Hayden talked about the devastating loss of his mom and his Grandma Nancy thanked the community for its ongoing support to the memory of her daughter.</p>

<p>(300 block of South Pine Street in Pavillion, late Wednesday evening, February 29, 2012@ 8:35PM)</p>
<p>A Fremont County Sheriff’s Deputy was forced to use lethal force after an ensuing lethal confrontation with a man at that residence. The Deputy did discharge his firearm and the man was struck by a bullet. The man was pronounced dead after being transported to the Riverton Memorial Hospital. The Sheriff’s Office has turned the investigation over to the Wyoming Division of Criminal Investigation, and the Fremont County Coroner’s Office. The Deputy Sheriff is on paid administrative leave at this time, pending the outcome of the ongoing investigation, his name will not be released at this time.</p>
<p>“Everything possible is being done at this time to ensure the integrity of the ongoing investigation and the well being of those involved.”</p>

<p> The Fremont County Sheriff’s Office has charged 23 year old Shane Blackburn of Riverton, with Criminal Entry and Property Destruction, after an incident that occurred at a home north of Riverton early Wednesday morning, (January4, 2012@ 1:15AM). Blackburn is alleged to have woken a 71 year old Riverton man early Wednesday morning around 1:OOAM, by beating on his door and demanding entry. The man did not know who was at the door and refused to open it. When the suspect allegedly began to kick on the door, in attempt to break it down, the victim retrieved his handgun. The suspect was eventually able to break the doorway down, and the man discharged his handgun at the intruder. The suspect then immediately fled the area. The victim was unsure if he had struck anyone after firing his weapon; Deputies were unable to locate anyone in the area after responding to the incident. Blackburn arrived at the Riverton Memorial Hospital early Wednesday morning with a gunshot wound to his left shoulder, which was not life threatening. An investigation into the incident has determined enough probable cause to believe Blackburn was responsible for the incident. The case has been forwarded to the Fremont County Attorney’s Office, further charges may be pending.  </p>

<p>            On Saturday, March 17, 2012 at approximately 0208 hours, the Riverton Police Department responded to an apartment complex on the report of a fight. Officers found that a 22 yr old male (Name Withheld) had suffered a stab wound to the chest. The 22 yr old victim was transported to the Riverton Memorial Hospital where he was treated and subsequently released. The suspect, Virgil Oldman age 56, was booked into the Fremont County Detention Center on the charge of Aggravated Assault. This case is currently under investigation by investigators of the Riverton Police Department.</p>

<p>                       <em>On February 4, 2012 at approximately 9:03 PM, the Riverton Police Department responded on a call of a fight at a residence. Officers arrived and found two household members had assaulted a 17 year old juvenile in the residence. Both suspects were booked into the Fremont County Detention Center on Felony and Misdemeanor Charges, the 17 year old suffered minor injuries as a result of the incident. </em></p>

<p>                        On Tuesday January 31, 2012 at approximately 2:14 a.m., the Riverton Police Department responded on a call of a Burglar alarm at the Woodward’s Liquor Store located at 716 N Federal Boulevard in Riverton, Wyoming. Upon arrival Officers found the store had been burglarized and it appeared a suspect or suspects had cut themselves on broken glass from the south side drive up window while entering the building due to the bloody hand prints left behind. Officers found the suspect[s] had stolen Liquor and Cigarettes from the business.</p>
<p>                        On Tuesday January 31, 2012 at approximately 2:24 a.m., the Riverton Police Department responded on a report of a stabbing at the Riverton Memorial Hospital. Officers found James C’hair had cuts to his hands, arm and thigh. Upon further investigation Officers found the injuries were not consistent with stab wounds but most probably consistent with someone cutting themselves on broken glass, such as climbing through a broken window. Further investigation led officers to Michael Warren who had accompanied C’hair to the hospital. Officers also found bloody clothing that was left in a vehicle by C’hair prior to entering the hospital, as well as unopened bottles of liquor and cigarettes that was consistent with items taken during the burglary. A review of the surveillance video at the burglary scene by officers, showed two individuals entering the store and committing the burglary. The suspects on the surveillance video matched the description of Warren and C’hair. Follow up investigators are continuing to investigate this case.</p>
<p>                        Both C’hair and Warren were found to have outstanding Warrants for their arrest and were booked into the Fremont County Detention Center on those warrants. </p>

<p>JACKSON-ABORTION</p>
<p>No problems at anti-abortion protests in Jackson</p>
<p>JACKSON, Wyo. (AP) — Authorities in Jackson say one citation for careless driving and two citations for destruction of property have been issued during the latest round of abortion demonstrations.</p>
<p>Members of Operation Save America demonstrated in the town square Wednesday. Members of a local group, Jackson Hole United, were also out warning people about graphic images being displayed by the anti-abortion group.</p>
<p>Teton County spokeswoman Charlotte Reynolds says there have been some complaints about noise, traffic and the groups&#8217; signs.</p>
<p>Operation Save America plans to stage demonstrations through Sunday, but they won&#8217;t be in the town square on Saturday during the Boy Scouts&#8217; annual Elkfest and antler auction.</p>
<p>Last week, members of a Milwaukee-based anti-abortion group also demonstrated in Jackson.</p>
<p>The protests follow a recent Wyoming Supreme Court ruling in favor of protesters.</p>
<p>SHERIDAN KILLING</p>
<p>Wyo. Supreme Court hears arguments in killing</p>
<p>CHEYENNE, Wyo. (AP) — An attorney for a Sheridan teenager serving a sentence of life without parole for a 2009 home invasion killing urged the Wyoming Supreme Court to find the teen&#8217;s sentence unconstitutional.</p>
<p>The court on Wednesday heard arguments in the appeal of Dharminder Vir Sen, who was convicted of killing Sheridan businessman Robert Ernst.</p>
<p>Law student Samantha Lind represents Sen, who was 15 at the time of the crime.</p>
<p>Lind told the court that society acknowledges juveniles don&#8217;t always make good decisions. She said the life sentence for Sen violates the constitutional prohibition against cruel and unusual punishment.</p>
<p>Assistant Attorney General Justin Daraie argued that Sen&#8217;s sentence was proper.</p>
<p>The court already has upheld life sentences for the other two defendants: Dennis Poitra, Jr., and Wyatt Bear Cloud.</p>
<p>SKI SEASON</p>
<p>Jackson Hole ski resorts helped by snow</p>
<p>CHEYENNE, Wyo. (AP) — Unlike many other ski resort areas in the Rocky Mountain West, Wyoming&#8217;s premier ski area of Jackson Hole enjoyed good business this past winter thanks to better ski conditions.</p>

<p>Kate Foster of the Jackson Hole Chamber of Commerce says lodging occupancy rates in February and March exceeded rates in 2011.</p>
<p>She credited a marketing campaign that targeted skiers in other Rocky Mountain states where the snow wasn&#8217;t as plentiful in Jackson Hole.</p>
<p>Grand Targhee Ski Resort, for instance, reported about 420 inches of snow this past season. Some major resorts in other states had less than half that amount.</p>
<p>Jackson Hole Mountain Resort says it ended the ski season with about 479,000 skier visits, which is the second highest in its history.</p>
<p>SCHOOL LEADER-THEFT</p>
<p>Former Wyo. Montessori director appears in court</p>
<p>CHEYENNE, Wyo. (AP) — A woman accused of stealing more than $66,000 from a Wyoming Montessori school can return to the Boston area while the case continues.</p>
<p>Teresa Meadowcroft is the former head of the Village Montessori School in Cheyenne and now lives in Massachusetts. She appeared in court Tuesday in Cheyenne for her first hearing after being charged with larceny, forgery and identity theft.</p>
<p>She was allowed to post a $60,000 bond and the terms allow her to return home.</p>
<p>Meadowcroft hasn&#8217;t entered a plea yet. Her lawyer, Robert Moxley, said that will happen at an arraignment hearing, which hasn&#8217;t been scheduled yet.</p>
<p>Court records say debits from the school&#8217;s bank account were made from a card in Meadowcroft&#8217;s name for non-school-related items.</p>
<p>CAPITOL SECURITY</p>
<p>Report raises Wyoming Capitol security concerns</p>
<p>CHEYENNE, Wyo. (AP) — A security assessment of the State Capitol building in Cheyenne questions the state&#8217;s ability to respond to or prevent a violent incident.</p>
<p>Specifically, the assessment advised that Wyoming should increase its security staffing levels if it wants to continue the Capitol&#8217;s open environment.</p>
<p>The security assessment was performed by Colorado law enforcement agencies, including its State Patrol and Office of Homeland Security, who visited Cheyenne during the past legislative session.</p>
<p>The full report is confidential because of its sensitive security details.</p>
<p>Wyoming Highway Patrol Lt. Klief Guenther briefed lawmakers on some of the assessment&#8217;s findings during a recent legislative meeting.</p>
<p>He said possible solutions include adding security checkpoints or metal detectors or boosting security staff. Currently nine full-time troopers are responsible for patrolling the Capitol.</p>
<p>RESERVATION WOLF</p>
<p>Wolf found dead in SD came from Yellowstone</p>
<p>PINE RIDGE, S.D. (AP) — A federal wolf specialist says a gray wolf found dead on South Dakota&#8217;s Pine Ridge Reservation came from Yellowstone National Park in Wyoming.</p>
<p>Mike Jimenez with the U.S. Fish and Wildlife Service says information from a tracking collar identifies the wolf as a 3- to 4-year-old male that was part of a pack in the southeast part of Yellowstone. He says the wolf made the 400-mile journey to southwest South Dakota in less than two months.</p>
<p>The wolf was found dead along U.S. Highway 18 near the town of Pine Ridge, apparently struck by a vehicle late Sunday or early Monday. South Dakota does not have a resident wolf population, but the animals sometimes wander in from other areas.</p>
<p>WYOMING TRACK-UPTON THROWER</p>
<p>Upton thrower seeks to break Godina discus record</p>
<p>CASPER, Wyo. (AP) — The Wyoming State High School Track and Field Championships are set for this week in Casper.</p>
<p>The meet begins Thursday and runs through Saturday.</p>
<p>Upton senior Kevin Allen is looking to challenge a long-standing record in the discus.</p>
<p>Allen tossed the discus 204 feet, 4 inches at the Class 1A East Regional meet last weekend in Cheyenne.</p>
<p>The state record is 210 feet, 4 inches set by former Cheyenne Central standout and Olympic medalist John Godina 22 years ago.</p>
<p>Allen already owns the Class 1A record in the discus (187-7), which he set last year. And he&#8217;s attempting a four-peat in the discus and a two-peat in the shot put.</p>
<p>Allen will throw at Utah State in college.</p>

<p><strong>RIVERTON, Wyo.</strong> &#8212; Riverton city officials plan to demolish an old cleaners building on Main Street, build an office for a state investigating agency in the business park by the community airport and extend Broadway north to Webbwood Road. The cost of the three projects totals $758,000.</p>
<p>The most expensive is the extension of the road, coming in at $683,000. City leaders say the extension will provide the alternate route needed through town when the state transportation department rebuilds North Federal two years from now. The underground utilities are already in place.</p>
<p>Mayor Ron Warpness was skeptical about the city paying for a new facility for the Division of Criminal Investigation. But Councilman Lars Baker thinks the $53,000 to be spent on the project is a good investment. Doing the work there will be the Sehnert construction company of Riverton.</p>

<p><strong>RIVERTON, Wyo.</strong> &#8212; The Fremont County Coroner and Commissioners are still butting heads over marking county coroner vehicles.</p>
<p>The power struggle escalated Tuesday afternoon when Coroner Ed McAuslan told the commission he had the authority to make the call because he’s an elected official who knows what’s best for his department. The commissioners countered by saying they had the authority to demand identifying graphics because the vehicles are owned by the county.</p>

<p>When the coroner refused the order, Commissioner Travis Becker suggested taking away county coroner vans and making deputies use their own personal vehicles to transport bodies, then be reimbursed for mileage.</p>
<p>Coroner McAuslan said the idea was ridiculous because a personal vehicle could not complete the task. He went on to say having the word “coroner” printed on his vehicles would create problems by announcing their arrival and inviting onlookers who could compromise crime scenes and impede investigations.</p>
<p>The commissioners might better understand, he said, if they rode along with him on a case. It’s an offer, he said, he’s made repeatedly but none have accepted. Furthermore, he said he’s more qualified to make the call because he has nearly 40 years in the department and they have none.</p>
<p>“You’ve never even come to my office,” he went on to say and “until you do that, I don’t think you’re qualified to make this decision.”</p>

<p><strong>RIVERTON, Wyo.</strong> – The U.S. Energy company of Riverton may scrap its plans to mine molybdenum at an old mining site near Crested Butte, Colorado, in exchange for land or some other trade.</p>
<p>Company officials started talking about alternatives in June with town leaders and members of two groups opposing the plan – the High Country Citizens&#8217; Alliance and the Red Lady Coalition. Red Lady is the nickname for the Mount Emmons area being talked about because of its reddish soil.</p>
<p>Earlier this week, the company said it would consider returning its land and mining claims in the Gunnison National Forest to the federal government in an exchange. Dan Morse of High Country Citizens&#8217; Alliance says details have not been decided, but land, cash, timber, rights for other minerals have been discussed as possible items for the exchange.</p>
<p>U.S. Energy Corporation President Mark Larsen said he doesn’t want to give up what he called a “world-class” deposit for nothing. U.S. Energy believes there could be 800 million pounds of molybdenum at Mount Emmons that could keep a mine running for 50 years with long-term jobs.</p>
<p>The company estimates its assets there could be worth $50 to $100 million, though a final valuation would depend on a federal appraisal. <p><strong>RAWLINS, Wyo. &#8212; </strong>Now, here’s a follow-up to a story we brought you last week about a fire at an oil refinery that injured four people. Two of the three taken to a hospital in Colorado were released this week, but a third, identified as Tim Bjork was transferred to a burn center in Salt Lake City.</p>

<p>A spokeswoman for the Northern Colorado Medical Center in Greeley said Byork was transferred there in stable condition. The fourth worker injured was treated and released from a hospital on the same day he was injured.</p>
<p>The fire broke out on May 8 at the Sinclair Oil refinery facility, which is located about five miles east of Rawlins. Company Vice-President Clint Ensign said the investigation into what happened is nearly complete. The state has already issued three safety citations against the refinery.</p>

<p><strong>MONTROSE, Colo.</strong> – In other news, forest managers are asking for greater flexibility to deal with a bark beetle epidemic that has ravaged forests in the Rocky Mountain West. According to recent reports, witnesses stated at a congressional hearing Monday that the epidemic poses a serious threat to local communities and firefighters.</p>
<p>They told the panel it can take up to a year and a half to get permission to take action and by that time, it is often too late. An aerial survey last year showed about 4.6 million acres in Colorado, South Dakota and Wyoming had been affected since the first signs of the outbreak in 1996. That&#8217;s up from about 4.3 million acres just two years ago.</p>

<p>Lander Police Officers responded to 135 calls for service over the week.  Of the 135 calls for service 18 arrests were made. </p>
<p><strong>Warrant arrests</strong></p>
<p>30 year old Damon Coando of FT. Washakie, 22 year old Gregory Aramo of Lander, 29 year old John Chavez of Riverton. </p>
<p>On 4/17/12 at approximately 6:30 AM Brian Sunrhodes was stopped after officers received and aired REDDI report.  Upon the Officer contacting Brian he was able to smell a strong odor of alcohol, and observed him to have bloodshot eyes.  Brian was asked out of the vehicle for field sobriety testing.  The test showed Brian was too intoxicated to operate a motor vehicle.  Brian was placed under arrest and charged with DUI and driving without a valid driver’s license. </p>
<p>43 Year old Julie Smith of Lander was arrested for DUI Friday afternoon after she was reported in as an intoxicated driver.  Julie was picking a child up from school at the time of the report.  When the Officer contacted Julie he observed her six year old child in the vehicle.  </p>
<p>Sunday morning at approximately 1230 AM Officer Ryder was traveling Westbound on Main Street in the 800 block.  Officer Ryder observed a vehicle driven by 43 year old Tristen McFarland traveling Eastbound on Main Street at a high rate of speed.  Tristen did not negotiate the corner in the 900 block of Main Street, and collided with the Dairyland sign.  EMS was summoned to the scene and transported both occupants.  Alcohol is considered a factor for the collision and DUI charges are pending for Tristen.</p>

<p>18 year old Justin Rackley, 27 year old Richard Williams, 48 year old Marlvina Quiver and 21 year old Lyle Ute were all arrested for outstanding warrants. </p>
<p>On Saturday night Officers served a search warrant on a residence in the Lander area, searching for suspected illicit drugs.  Officers entered the residence at approximately 1:00 AM to serve the warrant.  Officers located 131 grams of marijuana and packaging material for distribution.  The suspect has been taken into custody and charges for possession with intent to distribute.</p>

<p>Lander Officers responded to 109 calls for service over the week.  Of the 109 calls for service 14 involved the use of alcohol and 10 arrests were made. </p>
<p>37 year old Heather Higinbotham, 19 year old Kaitlyn Dean and a 17 year old female were arrested throughout the week on outstanding warrants. </p>
<p>31 year old Bambi Stephenson was arrested Tuesday night for public intoxication.  Officers responded to a local business for the complaint that Bambi was found freezing cold, outside the store with very little cloths, and no shoes.  Bambi was invited in to warm up, but refused to leave after she became belligerent.  When Officers arrived to help Bambi, she became aggressive towards them, and was placed under arrest for public intoxication. </p>
<p>19 year old Jeryd Leonard of Lander was arrest for DUI, speeding, and possession of marijuana, and MUI on Friday. The Officer observed Jeryd driving on Lincoln Street at an estimated speed of 40 MPH in a 25 MPH zone.  When the Officer contacted Jeryd he was able to smell both alcohol and marijuana coming from the vehicle.  Jeryd failed field sobriety testing and was placed under arrest for the DUI.  Lander K-9 Officer was deployed on the vehicle and a marijuana pipe, and scale was located in the car.  Jeryd had a BAC of .14% </p>
<p>25 year old Alison Durgin was arrested for DUI and failure to stop for a stop sign on Saturday morning.  The Officer observed Alison fail to stop for the stop sign at 4th and Garfield.  The Officer contacted Alison and observed signs of intoxication.  Alison was put through SFST’s, which showed impairment.  Alison was arrested for driving under the influence, and testing showed Alison to have a blood alcohol concentration .17 </p>
<p>25 year old Ronnie Spearson was arrested for DUI after he was called in to Police as a REDDI (Report Every Drunk Driver Immediately) Report.  Officers located Ronnie parked near mile post 1 Hwy 287.  Upon the officer attempting to contact the driver, the officer found the driver’s seat empty.  Officers found Ronnie in the back seat of the vehicle.  When the Officer asked Ronnie what he was doing, Ronnie replied he was scared so he jumped in the back seat.  Testing showed Ronnie to have a BAC of .15.  34 year old Tonya Washakie a passenger was cited for open container.  </p>
<p>34 year old Spring Robinson was arrested for DUI after she was observed speeding.  Spring failed field sobriety testing was arrested with a BAC of .10.</p>

<p>Lander Officers responded to 114 calls for service over the week.  Of the 114 calls 9 involved the use of alcohol and 10 arrests were made.   58 year old Dennis Howe of Lander was arrested Wednesday night on probable cause of impaired driving, after he was involved in a traffic collision.  The Lander Officer made contact with Dennis and observed signs that indicated he was under the influence of medication.  Dennis was unable to complete initial sobriety testing, and then refused the rest due to his condition.  A blood test was taken and sent to the Wyoming Crime Lab for analysis.  </p>
<p>37 year old Buddy Large was arrested for DUI on Thursday Morning.  Buddy was observed making a right hand turn on 3<sup>rd</sup> Street from the wrong lane of travel.  When stopped and questioned about the infraction, the Officer was able to smell a strong odor of alcohol coming from Buddy.  When the Officer requested Buddy’s name and insurance information, he was given the name Edward Wadda.  A record check revealed Buddy’s real name and also showed him to have a suspended driver’s license.  After Buddy was given field sobriety testing he was arrested for DUI, driving under suspension, driving without insurance, interference with Police, and improper turning. </p>
<p> 42 year old Maude Capitan was arrested for DUI on Friday morning after she was stopped for a headlight violation.  Field sobriety testing showed Maude to be under the influence of alcohol.  Maude was arrested and charged with DUI with a blood alcohol concentration of .11%  </p>
<p>26 Year old Justin Bear was arrested and charged with DUI, driving without insurance, driving without headlights and a registration violation after he was stopped for driving without headlights at 2:30 am Saturday morning.  </p>
<p>23 year old Nicholas Jones was arrested for DUI physical control and possession of marijuana after he was found passed out and slumped over the steering wheel of his running vehicle in the 200 block of Main Street South alley.  The Officer located Nicholas slumped over the steering wheel and contacted him to check on his medical condition.  While speaking with Nicholas the Officer was able to smell an odor of alcohol. Nicholas failed field sobriety testing and was subsequently arrested for DUI.  Officers also located a baggie of marijuana in the vehicle, which Nicolas admitting to smoking earlier in the evening.  </p>
<p>41 year old Charles Washakie was stopped Saturday morning for speeding.  When the Officer contacted Charles he could smell the odor of alcohol. Charles was subsequently arrested for DUI, speeding, and possession of marijuana, which was located in the vehicle.</p>

<p>Officers of the Lander Police Department responded to 107 calls for service throughout the week.  Of the 107 calls for service 7 involved the use of alcohol and 8 arrests were made.   On 2/20/12 32 year old Tana Papse of FT. Washakie was arrested for outstanding warrants.</p>
<p>Monday night 32 year old Jarvis Even of Lander was arrested and charged with DWUI after he was observed driving at a high rate of speed; which resulted in Jarvis nearly striking another vehicle while attempting to negotiate a turn.  Jarvis had a blood alcohol concentration of .13.  </p>
<p>Candice Murray, Nelson Duran, John Chavez and Jason Stalder arrested for public intoxication in separate incidents.    Lander Officers assisted the FBI in the arrest of 29 year old Russell Ute of Lander, who was wanted on Federal warrants.   28 year old Brian Mann of FT. Washakie was arrested for DWUI and cited with an equipment violation Saturday night after he was stopped for the equipment violation.  Brian had a blood alcohol concentration of .10.</p>
<p>19 year old Traye Hays of Riverton was arrested Sunday morning for Driving under the Influence of Marijuana.  Traye was stopped for an equipment violation, and upon the Officer contacting the driver and passengers, he was able to detect an odor of marijuana coming from the vehicle.  K-9 Officer Kye was ran around the vehicle and alerted on the presence of illegal narcotics.  A 14 year old passenger was found to be in possession of a large bag containing miscellaneous drug paraphernalia.  Field sobriety testing showed Traye was under the influence of Marijuana.  The 14 year old passenger was charged with possession of marijuana.</p>

<p>The Lander Police Department responded to 103 calls for service over the week.  Of the 103 calls 11 involved the use of alcohol, and 12 arrests were made. </p>
<p>            28 year old Seth Lebeau was arrested Tuesday morning after a Lander Officer recognized him as having several outstanding warrants.  While Seth was being taken into custody the officer located a device used as a pipe to smoke marijuana.  The pipe contained trace amounts of THC, a chemical in marijuana.  Seth was arrested and served the warrants and additionally cited with possession of marijuana.  </p>
<p>            30 year old Loni Warren and 33 year old Dana Spang were both arrested on outstand warrants Wednesday morning after Officer were called to a residence, because the two were unwanted guests.  Upon Officers arriving at the residence they located Loni attempting to hide in a bedroom closet, and found Dana in bed.  Both were highly intoxicated at the time of arrest.</p>
<p>            58 year old Vickie Jacobson was arrested at her residence Wednesday afternoon for two felony larceny warrants </p>
<p>            52 year old Michael Logue was arrested for DUI after he was stopped for an equipment violation.  Mike had a blood alcohol concentration of .14. </p>
<p>25 year old Kelly Baker and 20 year old Matthew Bishop were arrested Saturday night following a traffic stop.  While on the traffic stop K-9 Officer Kye was deployed around the stopped vehicle.  Kye detected illicit drugs in the vehicle, and a search of the vehicle was conducted.  Officers located a bag of marijuana located stuffed inside a Red Bull energy drink.  Matthew was arrested for possession of marijuana and Kelly was arrested on a probation violation.</p>
<p>            53 year old Carl Calvert was arrested for DUI and no proof of liability insurance, after he was stopped for weaving in his lane of travel.  The Officer was able to smell alcohol coming from the driver Carl upon contacting him.  Field sobriety testing showed Carl to be intoxicated and breath test results showed Carl to have a blood alcohol concentration of .16%.    </p>

<p>The Lander Police Department responded to 88 calls for service through the week.  Of the 88 calls 10 involved the use of alcohol and 7 arrests were made. </p>
<p>32 year old Christy Wanstall of Lander was arrested Saturday night after she was observed speeding and drifting out of her lane of travel, in the 1200 block of Main Street.  Upon the Officer contacting Christy he was able to smell a very strong odor of alcohol coming from the vehicle.  Christy failed field sobriety testing and was subsequently arrested for DUI, speeding, failure to maintain a lane of travel and driving without insurance.    </p>
<p>At 6:44 PM Saturday night Officers were dispatched to Valley View St. and Highway 789  for a one vehicle rollover.  The driver, a 21 year old Lander Resident, was ejected from the 2006 Dodge Pickup he was driving.  The driver, and sole occupant, was given medical attention at the scene and transported to the Lander Hospital.  The driver later died from injuries sustained in the crash at a Casper hospital.  At this time the crash is still under investigation by the Lander Police Department. </p>
<p>31 year old Benjamin Runningshield of Arapahoe was arrested Saturday night after he was located attempting to break into a pop machine in the 100 block of N 4th Street.  When Benjamin observed the Police in the area he attempted to discard the bolt cutters he was using, and attempted to run from police.  Benjamin was stopped a short time later and arrested for public intoxication, breaking into a coin machine, and property destruction. Benjamin’s accomplice 26 year old Kayla Seminole was charged with accessory before the fact and possession of stolen property.  </p>

The Lander Police Department responded to 100 calls for service through the week.  Of the 100 calls 6 involved the use of alcohol, and 5 arrests were made.  </p>
<p>32 year old Lander resident Kennett McLeod was arrest on 4 counts of larceny Wednesday.  Throughout the week the Lander Police Department received multiple complaints of a female shoplifting grocery carts full of food, and other items from stores in Lander.  Officers located Kennett, who later confessed to the thefts.  </p>
<p>54 year old Stephen Pearson was arrested and charged with an enhanced DUI after he was called in as an intoxicated driver at the Elementary school in Lander.  Officers didn’t locate Stephen until, after he had picked up his grandson from school.  Once Officers stopped Stephen and contacted him they were able to smell alcohol coming from him.  Field sobriety testing showed Stephen to be impaired.  Blood alcohol results showed Stephen to have a blood alcohol concentration of .13.  </p>
<p>21 year old Ty O’Neal of Lander was stopped for failing to maintain his lane of travel Saturday night.  Officer detected an odor of alcohol on Ty.  After failing field sobriety maneuvers Ty was arrested and charged with DUI, failure to maintain a lane of travel, and open container in a vehicle.  Ty’s blood alcohol concentration was .17.  This was Ty’s second DUI arrest.  </p>
<p>26 year old Erin Mortenson of Lander was arrested and charged with DUI, possession of marijuana, driving without a valid driver’s license, and improper turning.  Erin was stopped after she was observed driving in the middle of the street and made an improper turn.  The Officer contacted Erin and inquired to the odor of alcohol in the vehicle.  Erin stated she had not been drinking and informed the officer the smell was coming from her passenger.  Further investigation reviled Erin had been consuming alcohol.  Field sobriety testing showed Erin to be too impaired to operate the vehicle safely and Erin was placed under arrest for the DUI.  While conducting an inventory on the vehicle officers located what was believed to be marijuana in the vehicle. </p>

<p>The Lander Police Department responded to 97 calls for the week.  Of the 97 calls 2 involved the use of alcohol, and 5 arrests were made.</p>
<p> Lander Officers arrested 5 individuals for outstanding warrants. </p>
<p>The Lander Police Department has seen a decrease in most criminal offenses with the exception of public intoxication arrests in 2011, which increased by 37.8%.  The majority of public intoxication arrests are from repeat offenders, and are called in by a citizen complaint 92.5% of the time. </p>
<p> The Lander Police Department seen a decrease in charges for possession of marijuana, which decreased by 25%.  This decrease came after the deployment of Lander’s new K-9 Officer Kye.  </p>
<p>Due to the vigilant efforts of the Lander Police Department, LPD has seen a decrease in DUI arrests by 18.24%.  Lander Officers report more intoxicated citizens are utilizing other means of transpiration such as designated drivers or walking home.  The Lander Police Department is dedicated in the protection of the citizens in the community.  Such actions as continuous DUI patrol unquestionably save innocent lives. Last year the Lander Police Department had 159 DUI arrests compared to 130 this year.   </p>
<p>The Lander Police Department also reports a large decrease of minor in possession of alcohol.  LPD saw a decrease in MIP charges by 28.22%.   The decrease is attributed to grants funded to the Lander Police Department predominantly for the use of locating and detouring minors from using alcohol.  The grant also detours the sale of alcohol to minors by having officer conduct compliance checks of local retailers who sale alcohol.</p>

<p>The Lander Police Department was dispatched to 97 calls for service over the week.  Of the 97 Calls for service 12 involved the use of alcohol and 13 arrests were made.  The Lander Police Department received 24 calls for service over New Years resulting in 3 arrests.</p>
<p>22 year old Lander Resident Boyd Jones was arrested for DUI New Year’s night after Officers observed him drive onto the sidewalk and strike a cement barrier in the maverick parking lot.   Boyd submitted to field sobriety testing, which Boyd did not pass.  Boyd was taken into custody with a blood alcohol concentration of .16 </p>
<p>Emery Aoah was arrested New Year’s night for public intoxication, after he entered a residence in Lander thinking he was home.  Emery was chased out of the residence by the home owner, who then called the police.  Officer’s  located Emery a short time later.  Emery was uncooperative with law enforcement and arrested.  Emery’s blood alcohol was unable to be determined due to his lack of cooperation. </p>
